What Surat Jalan is

A special travel permit the Indonesian government requires of all international visitors to Papua’s highlands, including the Baliem Valley.

Our office handles the entire process — you never deal with the bureaucracy yourself.

02

Why the permit exists

The government gives three reasons for it.

  • Security: Papua has had political tensions, and permits let authorities track foreign visitors
  • Cultural protection: small villages cannot absorb unrestricted tourist traffic
  • Safety: visitors must travel with certified local guides
03

How the application works

We submit the application 4–6 weeks before departure, with passport copies, accommodation bookings and certified guide assignments. The Ministry of Tourism and the Papua provincial government process it.

Permits are typically approved 7–14 days before departure, and we confirm yours before you fly.

04

Costs and fees

The official fee is $35 per person, paid to the government through our office, plus a $50 facilitation fee for the paperwork — $85 per person in total.

The permit is valid only for your tour dates; it cannot be used for other travel in Indonesia.

05

What the permit restricts

Going beyond the permit’s boundaries is illegal and risks arrest.

  • Only the villages and routes on the application
  • Only your tour dates
  • Only your assigned certified guides
  • No photos of military or government buildings
  • Drones need a separate aviation permit
06

If a permit is denied

Denial is rare but possible — usually over passport issues, unconfirmed accommodation, security concerns or political conditions. If it happens, you choose between:

  • A full refund of all fees
  • An alternative trip to a non-restricted Indonesian destination
  • A new date when conditions improve
